FOIA NW 78134 requested materials related to memoranda of telephone conversations and memoranda of conversations between President George W. Bush and Russian President Vladimir Putin.

This FOIA primarily contains memoranda of conversation (memcons) and memoranda of telephone conversation (telcons) between President George W. Bush and Russian President Vladimir Putin. The two leaders discuss such topics as the Iraq and Afghanistan wars, NATO expansion, strategic arms reduction, the Iranian and North Korean nuclear programs, conflict in the Middle East, Russian relations with Ukraine and Georgia, and terrorist attacks affecting each country. Additionally, they cover economic issues such as energy production, trade, U.S. export of meat to Russia, potential Russian membership in the World Trade Organization, the growth of China, and relations with the European Union. Other individuals speaking in these conversations include Secretary of State Colin Powell, Secretary of Defense Donald Rumsfeld, National Security Advisor/Secretary of State Condoleezza Rice, National Security Advisor Stephen Hadley, U.S. Trade Representative Ambassador Susan Schwab, Russian Minister of Foreign Affairs Igor Ivanov, Russian Minister of Foreign Affairs Sergey Lavrov, Russian Minister of Defense Sergey Ivanov, and Russian Minister of Economic Development and Trade German Gref.
