This FOIA primarily contains memoranda of conversation (memcons) and memoranda of telephone conversation (telcons) between President George W. Bush and Russian President Vladimir Putin. The two leaders discuss such topics as the Iraq and Afghanistan wars, NATO expansion, strategic arms reduction, the Iranian and North Korean nuclear programs, conflict in the Middle East, Russian relations with Ukraine and Georgia, and terrorist attacks affecting each country. Additionally, they cover economic issues such as energy production, trade, U.S. export of meat to Russia, potential Russian membership in the World Trade Organization, the growth of China, and relations with the European Union.
